Programme Management in Waste Services – Shaping a Greener, More Sustainable Future
Step into a strategic Programme Manager role at an exciting time of change, overseeing the delivery of a comprehensive service development Programme. You will help make a lasting contribution to the design and delivery of future waste management services, realise the potential for the council to significantly reduce carbon emissions, and benefit every household in Wiltshire!
As one of the country’s largest waste and recycling collection services, we can offer a unique opportunity to drive sustainability and improve the environmental performance of our services by taking an integrated approach to collecting and managing household waste produced across the county. We are committed to complying with new legislative requirements, such as the introduction of new separate collections of food waste and focused on maximising new funding streams to ensure that services offer best value. You will find the opportunity to influence and achieve within our dynamic environment and work with an agile and solution-focused team of technical experts.
Reporting to the Head of Service for Waste Management, the Waste Services Programme Manager will play a pivotal role in ensuring that a complex and wide-ranging programme to ensure multiple waste collection, treatment and disposal arrangements are commissioned, procured and mobilised, alongside the delivery of the Household Recycling Centre development project and other efficiency schemes, ensuring agile, timely and effective Programme delivery involving a wide range of stakeholders.
We’re looking for candidates who have proven experience delivering complex work programmes at scale in a technical environment, and hold a relevant degree or equivalent experience, alongside membership in a professional body relevant to high level programme and Project Management and/or Systems Thinking. You should bring strategic insight and strong negotiation and influencing skills to the table, alongside practical use, and deployment of programme management tools, such as MS Project. Excellent organisational and communication skills will be essential, alongside experience in building and maintaining effective partnerships including motivating and engaging with a diverse range of internal and external stakeholders. Experience of working closely with elected members and councillors would be an advantage.
